Emmett C. Orr, a resident of Dayton, Ohio completed his undergraduate studies at Kent State University followed by graduate studies in Hospital and Health Care Administration at the University of Southern California in 1974. In between completion of his undergraduate and graduate studies, he played a pivotal role in assisting with the design and implementation of Dayton’s first Federally Qualified Community-Based Health Center. The Charles R. Drew Health Center program helped to form the basic model upon which health maintenance organizations and managed care health services were developed within the State of Ohio. He later went on to join the Wright State University School of Professional Psychology in 1978 as part of the administrative and leadership teams until his retirement in 2008. Evidence of his commitment to community service has continued with his involvement on the Financial Planning and Supervision Commission for the Jefferson Township Local School District, Public Health Dayton Montgomery County (PHDMC) Board of Health, and Parity, Inc. Additionally, Mr. Orr is an active member of several professional organizations and societies including a life member of Omega Psi Phi Fraternity, Inc Delta Alpha Chapter, Sigma Pi Phi Fraternity, Inc. - Sigma Boule’, and the Knights of Peter Claver, Inc, where he served on the National Board of Directors for eight years, including Deputy Supreme Knight (2004-2006). He is an active member of St. Benedict the Moor Catholic Church, and an ardent supporter of Catholic education and social justice issues within the urban Dayton community.
