Delilah Francis, a native Texan, holds a Bachelor of Science in Business Technology from the University of Houston, an MBA from the University of St. Thomas, a Masters certification in Project Management from George Washington University and is a certified project manager.  She is retired from Shell Oil Products after 36 years in the oil and gas industry.  She volunteers and supports several community and church organizations that educate, elevate, and develop youth in the Port Arthur and Southeast Texas region. Some of these organizations include: Knights of Peter Claver and Ladies Auxiliary, Court 72 (Houston, TX), Ladies of Grace, Mary Ann Chapter 8 (Beaumont, TX), Rotary Club of Port Arthur, Tekoa Academy STEM Advisory Committee Chair, CASA (Court Appointed Special Advocate) Board/Volunteer Liaison, and Lifetime Member of the University of Houston Alumni Association.
